Toolkit for Quality Assessment of Administrative Data for Official Statistics

The purpose of this guidance document and template is to serve as a tool for carrying out quality assessments of administrative data for the production of statistics. It is intended for all countries that do not have their own quality assessment system yet and want to start working with quality assessments of administrative data sources. The written documents and questionnaire can also be used as additional inspiration for those countries that already carry out quality assessments.

The tool is ideally a living document, amended with the learnings and development of the users, the feedback received from various expert groups, ideally in close cooperation with other activities that focus on the assessment of administrative data quality, for example under the leadership of the UN NQAF group.

The tool is divided into three parts:

  • Part 1 provides background that explains how the template may be used and what needs to be considered when carrying out quality assessment of administrative data for the production of official statistics.
  • Part 2 is a template for quality assessment of administrative data, with suggestions for structure and content of both, as well as further explanations of each section on the process.
  • Part 3 contains country examples for each part of the process.
