This document provides a comprehensive statistical framework for measuring gender-based killings of women and girls (femicide/feminicide). In addition to the statistical definition of such killings, the framework identifies a typology of gender-based killings of women and girls and the list of variables that can be used to identify and quantify the different types of such killings.

The proposed definition and typology conform to the structure and framework of the International Classification of Crime for Statistical Purposes (ICCS) and can therefore be applied regardless of the specific national legislation for such crimes. The framework also identifies the main data that should be collected to provide information on victims, perpetrators, and the state response to gender-based killings of women and girls.

This framework was developed by UN Women and UNODC.
