It sets out principles and practical steps to strengthen trustworthiness, inclusivity and utility across the data value chain, helping ensure that citizen-generated evidence is ethical, credible, representative and actionable. Grounded in country experiences and aligned with emerging global frameworks on citizen data quality, the guidance aims to support stronger collaboration between CSOs and NSOs and promote the use of citizen data to advance gender equality, accountability and evidence-informed policy action.
