Participation for Transformation of Gender Data

Developing a framework for transformative production, use and reuse of gender data

UN Women and PARIS21 developed the Participation for Transformation (P4T) Framework, which reimagines gender data governance by fostering collaboration across the entire gender data ecosystem.

The framework introduces three categories of participation - engagement, involvement, and empowerment - drawing on examples to illustrate and inspire inclusive gender data models. Drawing from the 2024 Gender Data Outlook and the Copenhagen Framework on Citizen Data, P4T provides practical pathways for partnerships, guiding principles for trust and ownership, and a vision for transforming gender data production, use, and impact. As a living document, it encourages ongoing research and innovation to strengthen gender data systems.
