Brief Description

Thailand’s Women’s Development Action Plan (2023–2027) is a comprehensive national strategy aimed at advancing gender equality and empowering women and girls across all sectors of society. Building upon the previous Women’s Development Strategy (2017–2021), the Action Plan is aligned with the Beijing Declaration and Sustainable Development Goal 5 (SDG 5), and is structured around six key pillars: Pillar 1: Women’s Human Capital Development focuses on ensuring that women and girls can reach their full potential through equal access to education, employment, and development opportunities. It promotes participation in science, technology, engineering, and mathematics (STEM), recognition of women's contributions in the workplace, and tailored support for marginalized groups such as ethnic minorities, rural and low-income women, elderly women, women with disabilities, and women affected by the COVID-19 pandemic and conflict-affected regions. Pillar 2: Elimination of Violence Against Women and Girls addresses the structural and cultural root causes of violence through education, the establishment of safe spaces, improved access to justice, and legal reform. It includes proposals for new legislation and the revision of existing laws such as the Domestic Violence Victim Protection Act, B.E. 2550 (2007), which is expected to be submitted to the Cabinet. The Plan integrates violence prevention and protection into Thailand’s legal and policy frameworks. Pillar 3: Women’s Participation in Decision-Making aims to ensure full and effective participation and equal leadership opportunities for women in political, economic, and public life, aligning with SDG targets 5.1 and 5.5. Pillar 4: Public Communication to Change Attitudes and Values promotes cultural and societal shifts towards gender equality by addressing discriminatory norms and raising public awareness, aligned with SDG target 5.1. Pillar 5: Development of Management Tools for Gender Equality supports the creation and use of gender-responsive planning, budgeting, and monitoring tools. This aligns with SDG target 5.c, which calls for strengthening enforceable policies and legislation for gender equality. Pillar 6: Core Competency Development of National Women’s Development Mechanisms focuses on institutional strengthening and capacity-building of government agencies responsible for advancing women’s rights and equality, also aligned with SDG target 5.c. Overall, the Action Plan envisions a society where all women and girls are treated fairly, protected from all forms of violence, and empowered to participate fully and equally in all aspects of life.
