The study was carried out in 2020 by a team of professionals from the Julieta Kirkwood Gender Nucleus of the Faculty of Social Sciences of the University of Chile, and was commissioned by SernamEG in order to investigate the perception that women survivors of violence have about the offer of state services aimed at preventing, supporting and providing reparation in response to experiences of gender-based violence, once they "break the silence" and seek help. SernamEG contracted the initial study for $35 million, then, to make the study more exhaustive, financing from the World Bank was added.

El estudio fue realizado en 2020 por un equipo de profesionales pertenecientes al Núcleo de Género Julieta Kirkwood de la Facultad de Ciencias Sociales de la Universidad de Chile, y fue encargado por el SernamEG con el objeto de indagar en la percepción que tienen las mujeres sobrevivientes de violencia sobre la oferta de servicios estatales orientados a prevenir, acompañar y reparar sus vivencias de violencia de género una vez que ellas “rompen el silencio” y buscan ayuda en la oferta de servicios estatales en dicha materia, ya sea a través de constancias, denuncias o demandas, o bien, de forma preventiva, tránsito que se denomina Ruta Crítica Institucional. SernamEG contrató el estudio inicial por $35 millones, luego, para hacer el estudio más exhaustivo, se agregó financiamiento del Banco Mundial.
